Hi mate, you should be ok with a 700×25c, 700×28 MIGHT fit, depending on the manufacturer.
I’ve been able to fit 25/28c on mine, however those tyres are a bit thinner than what most 25/28’s are.

What is the maximum tyre size (thickness) the Cileto can take? I’m looking for a fixed gear bike that can take 30c – 32c tyres.

Another couple of bikes to consider are the Fuji fixed gear selection – that is the Track, Track comp, and Track Pro (though the pro is a true track bike, as opposed to the cheaper tarck (sic) bikes). Decently priced across the board, with each step up representing a genuine improvement (which I like).
